You would need to post/comment on the blogs listed in there to create backlinks. There is a program here (txt file included) although could try it with this text file(if its in the right format) and see what happens. It would do all of that will do it for you. That being said I tried to find the post and couldn't find it.

So long story short you could do it manually or find software that can automatically create those backlinks for you
